TEQSA & Compliance
Australia's Tertiary Education Quality and Standards Agency (TEQSA) regulates higher education providers and ensures TNE arrangements meet the same rigorous quality standards as domestic delivery.
From 1 January 2026, all registered higher education providers must obtain TEQSA authorisation before delivering Australian courses at offshore premises.
All TNE must comply with the Higher Education Standards Framework (Threshold Standards) 2021, with a self-assurance report demonstrating compliance across all offshore delivery.
Providers must maintain notification and annual reporting obligations. Non-authorised delivery of Australian awards offshore may attract civil and criminal penalties.
Awarding institutions retain full accountability for curriculum, assessment, and academic outcomes regardless of offshore delivery model.
All offshore programs must meet the same quality thresholds as domestic delivery, with robust monitoring in place.
Institutions must demonstrate equivalent support and academic resources for offshore students as for onshore students.
TEQSA authorisation requires a comprehensive self-assurance report demonstrating readiness across all Threshold Standards.
