TEQSA & Compliance

Australia's Tertiary Education Quality and Standards Agency (TEQSA) regulates higher education providers and ensures TNE arrangements meet the same rigorous quality standards as domestic delivery.

TEQSA

New TNE Authorisation Requirements — Effective 1 January 2026

The Education Legislation Amendment (Integrity and Other Measures) Bill 2025 has introduced significant changes to how TNE is regulated in Australia.

Authorisation Required

From 1 January 2026, all registered higher education providers must obtain TEQSA authorisation before delivering Australian courses at offshore premises.

Standards Framework

All TNE must comply with the Higher Education Standards Framework (Threshold Standards) 2021, with a self-assurance report demonstrating compliance across all offshore delivery.

Ongoing Obligations

Providers must maintain notification and annual reporting obligations. Non-authorised delivery of Australian awards offshore may attract civil and criminal penalties.
