TEQSA & Compliance

Australia's Tertiary Education Quality and Standards Agency (TEQSA) regulates higher education providers and ensures that TNE arrangements meet the same rigorous quality standards as domestic delivery. Understanding and navigating this framework is central to everything Third Space does.

New TNE Authorisation Requirements — Effective 1 January 2026

The Education Legislation Amendment (Integrity and Other Measures) Bill 2025 has introduced significant changes to how TNE is regulated in Australia.

Authorisation Required

From 1 January 2026, all registered higher education providers must obtain TEQSA authorisation before delivering Australian courses of study at offshore premises. Transitional provisions apply to providers who were already active or had signed arrangements as at 5 December 2025.

Standards Framework

All TNE must comply with the Higher Education Standards Framework (Threshold Standards) 2021. Providers submit a self-assurance report demonstrating compliance with governance, quality assurance, student support, and academic integrity standards across all offshore delivery.

Ongoing Obligations

Providers must maintain notification and annual reporting obligations to TEQSA, keeping accurate records of all offshore activity. Non-authorised delivery of Australian awards offshore constitutes an offence and may attract civil and criminal penalties.

Third Space is compliance-ready. We maintain current working knowledge of TEQSA's authorisation process, self-assurance reporting requirements, and ongoing notification obligations. Our team supports partner institutions through the full compliance lifecycle — from initial authorisation applications to annual reporting — ensuring offshore delivery remains protected and sustainable under the new regulatory framework.
